League Information

- Franchise fee is $50.00 per team.
- PayPal fees on will be $1 for every $25 of league dues sent, starting in '08
- February 15th is considered the start of the calendar year.

Replacement Owners
- If a team leaves the league, a new owner will be selected and will take over the team as is at that time, including rosters, keepers, draft picks, etc. All finances of the team will remain (thus no refunds to any owner leaving early). The Commish maintains a waiting list and will use this to find replacement owners. An owner may not sell or otherwise change the ownership of his/her team without Commish approval. If an owner wishes to leave, the team becomes property of the league and the Commish will find a new owner.
Important Dates
- February 1st is the deadline to purchase your team for the following season.
- February 15th start of the new season.
- February 1st -15nd Tagging Period
- February 16th-28th(29th) teams may make offers to tagged players.
- March 1st -7th teams must match any offer on a tagged player, or lose the player.
- March 15th 9am PT off season FA period will begin. This date is contingent upon MFL opening up the new year's league web site.
- Early May, one week after the NFL Draft, we'll hold our Rookie Draft
- 3rd sunday in August 11:59pm PT teams must declare contract years for all rookies drafted in May.
- 3rd sunday in August 11:59pm PT teams must also cut their rosters down to the 22 maximum on the active roster.
- One day before the kickoff of the NFL season the off season FA period will conclude.
- The friday before Week 10 at 11:59pm PT is our league trading deadline.
- After the conclusion of Week 16 the in-season Free Agency period will end.
- February 14th 11:59pm PT is the last day to release players in the current season.
Division Set up
- The League consist of 4 divisions of four teams each: Pacific, Midwest, Central and Atlantic.
- Each team within the division will play twice during the regular season.
- Divisional winners receive an automatic playoff birth.
Team Rosters
- Each team will have a maximum of 22 players on their active roster and an additional 3 practice squad (taxi squad) spots.
- During the offseason (Conclusion of week 17 until the 3rd sunday in August 11:59pm PT) there is no maximum on the number of players on a teams active roster.
- Teams are required to have 20 players under contract from the first game of the season until the last game of the year, Week 17
- Rosters may consist of any combination of the following positions; QB,RB,WR,TE,PK,DEF
- Teams have the option of placing 3 Rookies onto the Practice Squad at a rate of 50% base salary against the cap.
- Only rookies are eligible for the practice squad.
- During the off season (defined on league calendar) teams may be below the required 20-man roster.
- All teams must have 20 players under contract at the conclusion of the Off-Season Free Agency Period.
- At the beginning of each season all players that finished the previous year on the IR or Practice squad must be removed and placed on the active roster. Teams have until Feb. 15nd to meet this requirement..
Injured Reserve
- Each franchise can have an unlimited number of IR spots.
- IR players salaries count 100% against the cap
- Only players on the official IR list are eligible, no exceptions
- IR players cannot play in the season the are placed on the IR.
- IR players can be traded, released

- Lineups lineups are be due at "game time" of the player involved.
- Teams that fail to submit a starting lineup, the previous weeks lineup will be used.
- Teams must submit a valid lineup each week. A valid lineup consist of no players on a bye or listed as out on the NFL injury report, if another option exists on your bench.
- Teams that fail to submit a valid lineup for two consecutive weeks will be considered abandoned.
Salary Caps/Contracts
- Each franchise will have a cap of $45 million, that they may not exceed
- Each franchise will have a cap of 80 years, that they may not exceed.
- The contract years may range from 1-5 years.
- Contract years may not be traded.
- Contract years follow the player if traded to another team.
- A player without a contract cannot be traded.
- If a team acquires a player in a trade that will put them over the contract years cap, that team
must make roster moves to fit that player within their contract cap. This must be done prior to the trade
being approved.
- All Rookies acquired in the rookie draft must be assigned a contract prior to the third sunday in August each year.
If no contract is offered by the deadline that player will be removed from the team's roster at at 50%
cap hit.
- All teams must have enough cap room to sign their Rookies prior to the draft . If the team doesn't make room for the player prior to the draft, they will be forced to sign and drop the player and take the standard 50% cap hit based on a one year contract for the slotted rookie salary scale.
- All Players acquired in Free Agency will be given a default contract of 1 year, if you would like a longer contract, you must submit the contract within 24 hours of the signing, you may do this by adding comments to the transaction or by posting on the league message board.
- All contracts expire on February 15th of each year. At this time all player's contracts will be reduced by 1 year.
All players that have a zero contract will be become a free agent, unless tagged.
- No contract may be renegotiated, however if a team releases a player and re-acquires that player
through the free agent bidding process that team may assign a different contract to that player.
Player Salaries
- The minimum player salary for the League is $425,000.
- Each player that is under contract after February 15th of each year will receive a 10% salary increase.
- Rookie salaries are slotted.

Trades
- All trades must be submitted through the league web site to be approved by the Commissioner.
- The Commissioner will approve or decline all trades.
- Any trade involving the Commissioner's team will be sent to an independent owner for approval.
- All approved trades will be posted to the league web site via the transaction report.
- All trades must satisfy roster, salary cap and contract year limits prior to the trade being approved.
- Trades may be offered from the conclusion of week 17 to the friday before week 10 of the following regular season.
- No player maybe traded that has zero contract years.
- Teams may trade future draft picks on year in advance.
- Teams trading for any draft pick must make a non-refundable $25 deposit.
Player Tags
- Each team will be have three "Tags" to sign back their own Free Agents (FA). The Three tags are;
Franchise Player Tag (FP), Transition Player Tag (TP) and Restricted Free Agent Tag (RFA).
- Franchise Player - each owner may designate 1 player whose contract with the team has expired.
A FP will be tendered a one year contract at the average of the top five salaries at his position or a
20% salary increase, whichever is greater. A FP may be offered a contract (salary and years) by any team. His original team
has the right to match the highest offer. If the original team declines to match the offer, they will receive
the 1st and 2nd round draft choice as compensation*.
- Transition Player - each owner may designate 1 player whose contract with the team has expired.
A TP will be tendered a one year contract at the average of the top ten salaries at his position or a
20% salary increase, whichever is greater. A TP may be offered a contract (salary and years) by any team. His original team
has the right to match the highest offer. If the original team declines to match the offer, they will receive
the 1st round draft choice as compensation*.
- Restricted Free Agent - each owner may designate 1 player whose contract with the team has expired.
A RFA will be tendered a one year contract at the average of the top fifteen salaries at his position or a
20% salary increase, whichever is greater. A RFA may be offered a contract (salary and years) by any team. His original team
has the right to match the highest offer. If the original team declines to match the offer, they will receive
the 2nd round draft choice as compensation*.
*The compensatory draft picks must be the original draft picks or if the original pick is no longer owned, the next closest draft pick that is higher then the original or highest draft pick available if lower, of the team that signed the tagged player. (link)
- Tagged players can be offered a contract, salary and length by any team with the appropriate draft compensation, between Feb. 15th and Feb. 28th(29th).
- Teams holding the rights to their FP will have
until March 7th to match the contract of the highest bidder.
- Any player that was tagged by their original team and not pursued by another team, will receive a one year contract for the tender amount.
- Owners can not bid on multiple tagged that will exceed what they have to give for compensation. For example,
If Team A has a 1st and 2nd round and no other picks in the first 2 rounds, they can bid on one FP (1st&2nd draft picks) or they can bid on
one TP (1st round draft pick) and one UFA (2nd round draft pick).
- The league message board will be the only place you can bid on tagged players.
- Deadline for announcing tagged players is Feb. 15th
- If a team tags a guy at the 1 year tender for 6 million, then a team can place a higher bid 2 ways; either a higher salary or more years on the contract. So a team could bid 1 years at 6.025 million. A second team could bid 4 year at 6.025, then they would be the highest bid. The final contract offer could be 1 year at 6.05 million.
Free Agent Bidding
- The Off-season Free Agent period will begin approximately March 15th and run until the Wednesday before the first game of the year (typically a Thursday game).
The Off-season FA period will be conducted as eBay style auction.
- No new players may be put up for bid one week prior to the end of the auction, Wednesday 11:59pm PST
- Starting bids for all FA is $425,000.
- The minimum bid increase will be $25,000.
- Teams must meet three basic requirements to place a FA on the auction board or to bid on a FA;
teams must have the salary cap space to meet the minimum salary of $425,000, the minimum bid of $25,000
and have the roster space to add a player.
- If no one bids on a player for 36 hours then he is awarded to the team with the highest bid.
Rookie Draft
- The League will hold an annual rookie draft each year. Only rookies will be eligible to be selected in the draft.
The draft will be held the weekend after the NFL draft on sunday.
- The draft will be 3 rounds and it will be NFL style.
- The order
will be determined by the reverse order of the prior year's final regular season W-L Record. The Super Bowl winner will pick 16th. Any ties (each team has the same record) will be broken by the final regular season Power Rank with the team with the lower Power Rank number getting the better draft pick.
- During the first 2 rounds of the draft. Each team is required to select a player.
- During the 3rd and final round each pick is optional and an owner can elect to "pass" on his pick.
- Only Rookies that are on currently in the MFL data base may be selected in the rookie draft.
- Rookies selected in the NFL Supplemental draft will be treated as free agents.
- 3 Compensatory picks will be awarded in the Toilet Bowl Challenge. 1.17, 2.17, 2.18
In-Season Free Agent Blind Bidding Process
- The In-Season FA period begins at the
conclusion of week 1 of the regular season and closes at the conclusion of week 16 of the regular season.
The In Season bid process will be a blind bid process.
- In Season blind bid process will run weekly, starting at the kickoff of the first game of the week to Saturday 9am PT. The same contract rules are applied as in the Off season period.
- If there is a
Thursday night game then the blind bidding will end Wednesday at 9pm PT (12am ET)
- The amount of Blind Bidding dollars each team has access to is equal to the remaining salary cap room an owner has.
- All Players acquired in Free Agency will be given a default contract of 1 year, if you would like a longer contract, you must submit the contract within 24 hours of the signing, you may do this by adding comments to the transaction or by posting on the league message board.
Waiving Players
- Players may be waived at a 50% salary cap penalty, that are under contract.
- Players that have more than 1 year on their contract will also receive a cap hit the following year.
- Players with 2 years remaining on their contract will also be assessed a 15% salary cap penalty the following season.
- Players with 3 years remaining on their contract will also be assessed a 25% salary cap penalty the following season.
- Players with 4 years remaining on their contract will also be assessed a 35% salary cap penalty the following season.
- Players with 5 years remaining on their contract will also be assessed a 45% salary cap penalty the following season.
- Teams waiving a player are relieved of that player's contract.
- Retired Players may be waived at a 50% salary cap penalty in the current season and no future cap penalty.
- If a player does not file for retirement he does not qualify as a retired player.
- If a player retires from the league after you waive him and no other franchise in the league ever rosters the player then you can apply to waive the future cap hit penalty.
- If a player dies he will be treated as a retired player from the date of his passing.
Schedule
- Each franchise will play an 18 game schedule.
- Division Opponents twice and the rest of the league once.
- Doubleheaders weeks 1,2,11,12, & 13.
- Division Games weeks 1,2,10,11,12, & 13
Scoring Errors
- Owners must notify the Commissioner via email of any scoring error upon discovery. The Commissioner
will resolve any scoring error disputes. Owners have until Wednesday 9pm to submit a scoring dispute. At
this time the Commissioner will notify all teams that are involved in the scoring dispute.
- The league's web site provider (My Fantasy League) will be the system of record for NFL stats.
- If the scoring error warrants correction and it affects the outcome of that match up the Commissioner will
will communicate this to the entire league and make the proper changes to correct the error.
Game Tiebreakers
Regular Season Games
- If a regular season game ends in a tie it will remain as a tie.
Playoff Games
- Each team will be required to select 1 non-starter as a tie break player.
- If a team does not choose a tie break player then 0 tiebreaker points will be awarded to that team.
- If both tiebreaker players score the same amount of points then the higher seed will advance.

Note: When the first Wild-Card team has been identified, the procedure is repeated to name the second Wild-Card, i.e., eliminate all but the highest-ranked club in each division prior to proceeding to step 2. In situations where three or more teams from the same division are involved in the procedure, the original seeding of the teams remains the same for subsequent applications of the tie breaker if the top-ranked team in that division qualifies for a Wild-Card berth.
This is the same format that we'll use to seed all of the postseason playoffs. Once one seed has been determined the procedure is repeated to seed the second team and so on...
Playoff Structure
The entire league will be seeded 1-16 in reverse order of their regular season standings. The tiebreakers referenced above will be used to break any and all ties. The entire league will be broken up into 3 groups:
League Championships
- The 4 division winners and 3 wildcard teams will make the playoffs.
- The four division champions are seeded 1 through 4 based on their regular season won-lost-tied record.
- Three wild card qualifiers (those non-division champions with the conference's best winning percentages), are seeded 5, 6 and 7.
- The division winner with the best regular season record will be seeded #1 and receive a first round bye.
Play-in Game
- The 8th seed will play the 9th seed.
- The winner will play the highest seeded team to loose in the first round of the League Championships
- The loser will play the loser of the 12th seed vs the 13 seed in the Toilet Bowl Challenge.
Toilet Bowl Challenge
- The remaining 7 seeds will face off in the Toilet Bowl Challenge
- The 16th seed will receive a first round bye
- Unlike the League Championships the Toilet Bowl Challenge is not reseeded after each round.

- Week 17 East vs. West
- East team will consist of the Central and Atlantic Division's
- West team will consist of the Pacific and Midwest Division's
- Top Scorer at each position during the entire 16 week season will qualify
- 1 QB, 2 RB, 3 WR, 1 TE, 1 PK, 1 DEF

Rule Changes
- Any vote taken by the league to change the rules requires a 75% vote to pass (12 out of 16).
- Any vote taken by the league to change the rules between Feb. 15th and Week 17 requires a 100% vote to take effect immediately.
- If a vote taken between Feb. 15th and Week 17 receives 75% or more but less than 100% it will take effect the following season.
- Abstentions will be considered "Yes" votes.
- All poll votes will be final 5 days after they begin.
- Any unforeseen rule situation not specifically covered in the constitution will be determined by the league commish.
