VOTE!! Should we add an optional 3rd Round to the Draft?

The proposal would add an additional round to the Rookie Draft in 2009 and beyond. The 3rd round would be optional (unlike the first 2 rounds). In addition this proposal would also increase the max size of the Practice Squad to 3.

Are the third round draft picks a tradeable commodity like the first and second round picks? Meaning if we wanted to, we could trade 2009 3rd round picks now as well?
