Cuts coming - Valid lineup Q

Teams must submit a valid lineup each week. A valid lineup consist of no players on a bye or listed as out on the NFL injury report, if another option exists on your bench.
Curious about this line from the constitution... If the bench does not have a valid option, do we have to drop a player and pick up one for the replacement? Or can we essentially take a 0 that week?
Just trying to figure out how I plan on doing my cuts

I'm pretty sure I've seen teams start a bye week player and take a 0, for example if they only have 1 kicker or something. In a dynasty type league it's sometimes inevitable to not have a starter in a given week. Or both defenses on the same by e and nobody will trade with you.
I think that statement in the rules is more to address tanking, don't start a guy on bye if you have someone else that you could start. That sort of thing.

Thats exactly how it has been applied!
