Just so I'm totally sure I follow the new roster minimum rule. The rules states:

Teams are required to have 20 players under contract from the first game of the season until the last game of the year, Week 17

So, does that mean if you had 3 players on the practice squad you would then only need 17 players on your active roster to meet the minimum requirement?

That's the way I see it per what you posted.

Any combination of minimum 20, max 23.

So anything from 17 active and 3 PS to 20 active and 3 PS and anything in between (like 19 active and 1 PS and so forth).

So, what do we do when we want to add a player and drop a player in season?

There was a point last year where I wanted to try to add some players, so I cut some players... and the players I cut got put back on my roster.

Can we add the player, putting us over the maximum and THEN cut the player we don't want... or are we screwed?

That is correct.

No, and no you're not screwed This year we have a minimum of 20 rostered players and a maximum of 25 so there is plenty of leeway to add and drop players. You just can't ever be above that max or below the min in season.
