Vote: Move away from tiers and count every point allowed.

The vote would be to change scoring for points allowed from a tiered system to one that counts every point.

0-999 points allowed = 15 points
1- 35 points allowed = -0.6 points per point allowed
(this results in -6 at 35 points allowed)
36-999 points allowed = -0.01 points per point allowed

We talked about this a few years ago but never ended up voting on it.

This passes, we'll begin using this in 2014. I"m setting a reminder on my google calendar right now.
