Rule change procedures
Since we really don't have a system for this. How should rule changes be approved?

About the only advice I can give is what both my local leagues do.
In my league we have the following rule:
My rulebook is going on 9 years old and is 15 pages long and every year I always seem to find something that should be clarified further.

In my other league (the Executioners commish):2.5 Rule Changes
Any vote taken by the league to change the rules requires a 66% vote to pass (8 out of 12). Abstentions will be considered "Yes" votes.
I think the 2/3rds vote is pretty typical for most leagues. I probably need to add something for my league along the lines of any changes in season similar to the other league.RULE CHANGES AND VOTING
Rule changes voted on by the league require 8 out of 12 Franchise Owners (66%) approval. During the FFL season, a rule change can only be adopted if the vote is unanimous (12 out of 12 Franchise Owners). The FFL season officially begins with the 2-week trading session in the pre-season The FFL season officially ends the Thursday following the Fantasy Bowl game upon completion of the final drop/adds.

I think with the Dynasty/Contract nature of this league and it being large of 16 teams we need to require 75% vote in favor of a rule change! That would mean 12 of 16 owners would have to approve a rule change that has been considered.
I think 75% really means "majority" and I believe (correct me if I'm wrong) the NFL requires 75% on any rule changes such as instant reply/overtime ect.

I think this one is up to the commish to just make a ruling, choose what % is needed and update the rules. And now is the time to make any other rule tweaks that we forgot.
Agree! Hoever in the meantime he can soak in what everyones ideas/thoughts are then come to his conclusion. From there we'll run with it either way!

Edit: this is what I'm adding to the constitution, let me know if that makes sense.
Rule Changes
Any vote taken by the league to change the rules requires a 75% vote to pass (12 out of 16).
Any vote taken by the league to change the rules between Feb 15th and Week 17 requires a 100% vote to take effect immediatley.
If a vote taken between Feb 15th and Week 17 recieves 75% or more but less than 100% it will take effect the following season.
Abstentions will be considered "Yes" votes.
All poll votes will be final 5 days after they begin.
Any unforseen rule situation not specifically covered in the constitution will be determined by the league commish.
