Don't teams with these 0 contract players actually have until the end of the tagging period which is the 22nd? That was my assumption that you have the 15th - 22nd to decide on what players you want to tag and those that you don't will get dropped from your roster on the 23rd.
Or am I missing something?

They have until then if they are going to tag them, but there are only a couple guys that would be considered for tagging the rest are scrubs. The scrubs should be dropped so I can clean up the salary adjustments for those teams. I don't want to get those players confused with other drops that should receive salary cap hits.

This was really kind of confusing to be honest the new rules that we came up with regarding the tagging dates don't really work with the idea that the 15th is the start of the new season. I should have seen that when we set up the revised rules.
I was kind of thinking that teams would have that week to decide what kind of tag they wanted to put on each player, rather than when to drop someone I have no intention of keeping.
If you think about it there shouldn't ever be players with 0 contract years, that really doesn't make sense. They should either be tagged or dropped. Biggest thing from a commish standpoint is when I'm making all the necessary off season adjustments on the 15th each year I don't want to have to go back and clean things up again a week later. Its just kind of an unnecessary step.
I'm not quite sure why a team would be sitting on a 3rd string RB anyway, you aren't going to tag them.

I'd say move everything up a week then.
Tagging period from say Feb 1st thru 15th. By end of day the 15th (or whatever time) all "0 contract" players must either be dropped or tagged and then the new season begins.
Then we go from there.
